
Lucas Matesa has more than 12 years of experience providing audit, accounting, and advisory services to a variety of clients, including real estate developers and investors, mortgage companies (HUD non-supervised lenders), private real estate investment trusts, state and local government agencies, and health and human service organizations. Based in the Baltimore office, he represents real estate developers and investors both locally and nationally, and has a broad range of real estate industry experience including multifamily residential real estate (with a focus in affordable and subsidized housing), commercial office and retail properties, condo conversions and development, and private REITs. He also provides attest services to state and local municipalities and has extensive experience performing audits under Government Auditing Standards, audits of compliance, and audits in accordance with OMB Circular A-133.
Lucas has managed, developed, and executed audit plans, operational reviews, and special projects for public and private entities. His services include financial statement audits in accordance with GAAP, GAGAS, the Consolidated Audit Guide for Audits of HUD Programs, and OMB Circular A-133. In addition, he performs cost certifications for LIHTC and HTC properties, HUD mortgagors and contractor cost certifications, and agreed upon procedure engagements. He provides the review and evaluation of internal controls, supervision of the engagement teams, preparation of management letter communications, and communication with clients regarding current required financial reporting standards. He provides GAAP technical training for his clients and Reznick Group professional staff and has been involved in providing numerous internal training seminars related to HUD housing programs, government auditing standards and application of OMB Circular A-133.
