
As compliance director Elaine is responsible for overseeing the various compliance requirements of Enterprise’s Structured Finance investment portfolio. This portfolio includes debt and equity investments enhanced with New Markets Tax Credits (NMTC), Historic Rehabilitation Tax Credits and other real estate financing products. Working with investment and development partners across the country, Enterprise provides real estate capital, enhanced with NMTC when appropriate, to commercial and mixed-use developments in underserved and emerging markets.
In her role, Elaine coordinates the required compliance reporting associated with federal tax credit programs, including partnership and loan agreements, loan-servicing agreements, as well as investor partnership reporting. This also includes working closely with the originations team on structuring and closing real estate transactions, and after the transaction is closed, working with Enterprise’s accounting and asset management groups to ensure all requirements are met.
Ms. Martin is a certified public accountant with a background in public and private accounting. She graduated with honors from Kings College in Wilkes-Barre, Penn., with a bachelor’s degree in accounting.
