
Gary Perlow serves as both the Co-Managing Principal of Reznick Group’s Baltimore office and is the founder and Director of the firm’s National New Market Tax Credit (NMTC) Practice Group. Gary has been with the firm for more than 20 years, working with clients in all areas of real estate, community and economic development and finance, including the various tax credit programs, tax exempt bonds, and credit enhancement programs.
Gary specializes in advising developers, community development entities, syndicators, nonprofits, investment bankers, financial intermediaries and investors on evaluating investment opportunities, preparation of CDE and NMTC applications and the structuring of equity sources, financing options and investment alternatives. In the NMTC Program arena, Gary has worked closely with the Community Development Financial Institutions (CDFI) Fund, Community Development Entities (CDE), National NMTC Coalition and other groups connected with the Program since its inception in December 2000. He was chosen by the CDFI Fund to participate in its national industry roundtable committee, which assisted the Fund in evaluation its asset management, compliance and monitoring requirements under the Program. Gary also spearheads the firms NMTC audit and compliance practice areas.
Gary is recognized nationwide as an industry leader in the NMTC industry and is a frequent speaker at NMTC conferences. In addition, he has published numerous articles on the subject. He has acted as a sounding board to the CDFI Fund in the development of this Program and also assisted the newly formed National New Markets Tax Credit Coalition with the design of various prototype investment models utilizing the credit for both training and investor presentations. He is a member of the NMTC Coalition headquartered in Washington, D.C. and is the Co-Chairman of the Coalitions NMTC Investor Advisory Board.
