Ron Rukenstein - Ron Rukenstein & Associates


Ron Rukenstein, PP, AICP, is a professional planner and attorney specializing in municipal planning, affordable housing and economic development.  For more than twenty years, Ron has worked with municipalities and developers to secure funding, obtain local approvals, and otherwise implement successful community projects.

In 2000, Ron founded Rukenstein & Associates, LLC (RA), a professional planning and grants consulting firm whose members have assisted in securing more than $100 million for community development projects. Successful affordable housing projects financed by RA include seven home ownership projects in the City of Trenton and eight Low Income Housing Tax Credit developments located throughout the State of New Jersey.

Mr. Rukenstein closed his first affordable housing project as Developer in 2006, Kent Avenue Apartments, a 101 unit affordable housing apartment complex for seniors and adults with disabilities. Kent Avenue Apartments was constructed with several green products and practices including a 462-panel solar rooftop system that offsets half of the common area electric expense.  In 2009 Kent Avenue received the Governor’s Excellence in Housing Award for Outstanding Green Sustainable Development.

From 2008 to 2010, Mr. Rukenstein was the Developer for Whispering Waters Apartments, a 276-unit USDA-financed project in Salem, NJ.  Originally built in 1978, Whispering Waters had been in a steady decline over several years due to neglected structures and an influx of unwelcome visitors and crime.  In 2010, Whispering Waters received the Governor’s Excellence in Housing Award for Best Neighborhood Revitalization.

Mr. Rukenstein is also currently the Developer of Seashore Gardens, a 58-unit affordable housing community for seniors and individuals with disabilities in Galloway, New Jersey.

Mr. Rukenstein received his J.D. from Brooklyn Law School and his Masters Degree in Urban Planning from Hunter College.  He is a licensed professional planner in New Jersey and admitted to the Bar in both New York and New Jersey.  He has been a presenter for the NJ Housing and Mortgage Finance Agency, the NJ Department of Human Services, and the NJ Planning Officials.  He is a member of the American Planning Association, the NJ Planning Officials, and the NJ Supportive Housing Association.
